Five Emergencies Expose Flores Timur’s Warning-System Gaps

Flores Timur has faced overlapping disaster emergencies since late 2025, prompting officials and researchers to push for warning chains that link hazard mapping, monitoring and communication to clear, community-level action.

Labuan BajoFlores Timur district on eastern Flores Island has entered at least five disaster emergency periods since late 2025 and early 2026, covering volcanic eruption, extreme weather, cold lava floods, social unrest and earthquakes, according to local officials and regional media reports. The sequence of overlapping emergencies has renewed calls from researchers and authorities for warning chains that reach communities and lead to rapid, concrete action.

Flores Timur Disaster Management Agency (BPBD) head Ariston Tokan said on 9 September 2026 that the regency faces high disaster risk and has repeatedly had to declare emergency status. He urged stronger preparedness among residents and authorities, including better understanding of local hazards and clear steps to follow when an emergency is declared.

Warning systems in such districts are therefore not just sirens, text messages or public announcements. They form a chain: authorities identify hazards, monitor changing conditions, define when action is required, deliver messages people can understand and support safe movement away from danger.

The five building blocks

The first building block is a usable risk map. Effective maps show which settlements, roads, bridges and other facilities lie in zones exposed to volcanic activity, flash floods, landslides, earthquakes or extreme weather, and they inform local planning and evacuation routes.

A 2026 evaluative study of hydrometeorological disasters on Adonara Island, listed on the Garuda scientific repository, found weak integration between disaster-risk maps and Flores Timur’s district spatial planning. The authors concluded that risk information should play a stronger role in mitigation and land-use decisions to reduce future impacts.

The second building block is monitoring. Community systems need reliable ways to receive or observe information on rainfall, river conditions, volcanic activity, ground movement and other relevant hazards. The Adonara study noted the absence of an effective community-level early-warning system at the time of the 2021 disaster and recommended developing community-based mechanisms as part of mitigation strategies.

The third building block is a clear trigger. Residents cannot be expected to interpret technical forecasts during a crisis. Local authorities need agreed thresholds and instructions that answer practical questions: when people should leave, which routes are safest and where they should assemble. Clear triggers also assign responsibility, indicating which office issues the warning, which hazard is involved, which areas are affected, the urgency and the specific actions required.

Reaching the last household

The fourth building block is last-mile communication. Messages should travel through more than one channel, because disasters can damage roads, electricity or telecommunications. In recent emergencies, officials have used combinations of local radio, written decrees and public announcements to declare and extend emergency status, but detailed inventories of sirens, mobile alerts or village-level systems in Flores Timur are not yet fully documented in the available studies.

Communication also needs to reflect local conditions. Messages should use language residents understand, refer to familiar locations and account for people who may need assistance, including children, older people and those with disabilities. The goal is not only to warn, but to make the next safe action unmistakable.

The fifth building block is practice. Evacuation drills can test whether warning messages are heard, whether routes remain usable, whether shelters are known and whether community leaders understand their roles. The Adonara research highlights the importance of strengthening Disaster Resilient Villages (Destana) through local knowledge and community engagement as part of long-term mitigation, especially in island districts exposed to multiple hazards.

The urgency is particularly clear in light of the April 2021 Adonara disaster. The evaluative study described flash floods and landslides on Adonara Island as among the most severe hydrometeorological events in the province’s recent history, triggered by Tropical Cyclone Seroja. It reported 72 deaths in Flores Timur, 76 injuries, one person missing, 27,560 people affected and 2,579 people displaced, along with severed road access and the loss of five main bridges on the island.

Researchers attributed the severity of the event to extreme rainfall of more than 200 millimetres in 12 hours, combined with steep slopes, unstable volcanic-ash soils and deforestation in upstream areas. They argued that stronger integration of risk mapping, early warning and local preparedness is essential if Flores Timur is to reduce casualties and damage in future emergencies.
