Flores Timur — A policy analysis published on 16 October 2026 asks how disaster-risk maps can become village-level protection during recovery from the Lewotobi Laki-laki eruption. The analysis links mapping to continuing drought and uncertainty over housing for affected residents.
Independent reporting describes housing as an unresolved recovery issue. It said some residents remained in temporary shelters in Konga, East Flores Regency, while others had returned to villages with damaged homes and disrupted livelihoods.
The same report said recovery requires safe and adequate housing, secure land tenure, safety assessments and coordination between government levels. It also called for comprehensive data on housing conditions, property damage, economic losses and household needs.
A separate report said Indonesia’s Ministry of Housing and Settlement Areas had prepared IDR 80 billion (about US$4.9 million) for permanent housing linked to the eruption. The allocation covered 244 homes in East Flores and planning and construction management, but land availability remained an obstacle.
Why village protection matters after Lewotobi
Risk maps matter to residents only when they guide practical protection. Earlier reporting from Flores said the November 2024 eruption data required revisions to the volcanic hazard map’s zones 1, 2 and 3. The report also described villages and hamlets exposed to hot clouds, lava flows and lahar floods.
The analysis therefore frames recovery as more than relocation or rebuilding. It connects risk information with village-level measures, including housing security, essential services and protection for people who have returned home but remain exposed to disrupted livelihoods.
The 15 October report urged authorities to publish a permanent-housing roadmap covering beneficiary data, locations, land status, funding, construction phases and completion targets. Until permanent housing is available, it called for clean water, sanitation, healthcare, education and protection for vulnerable groups.
