Manggarai Barat’s DLHP Records Rp2.59 Billion in 2026 Waste Revenue

Labuan Bajo — Manggarai Barat’s Environment and Land Agency (DLHP) has recorded provisional local revenue of around Rp2.59 billion from waste-collection fees in the 2026 financial year, according to a report by regional daily Florespos.net citing the agency’s revenue treasurer, Vinsensius Y. Madu.

Madu told Florespos.net at the DLHP office in Labuan Bajo on Tuesday, 15 September 2026, that the interim figure represents realised Pendapatan Asli Daerah (PAD), or locally generated revenue, from waste-service retributions. DLHP head Vinsensius Gande was also present during the interview and authorised Madu to present the data on behalf of the agency.

The Florespos.net report states that the interim DLHP waste-retribution PAD for 2026 stands at approximately Rp2,590,000,000. The article does not specify whether this amount reflects gross receipts before operating costs or the final amount booked after accounting adjustments within the regency’s budget system.

Targets under the 2026 budget

According to Florespos.net, DLHP’s waste-retribution PAD target under Manggarai Barat’s initial 2026 regional budget (APBD induk) was set at more than Rp3.8 billion. Madu is quoted as saying the agency’s interim result of about Rp2.59 billion remains below that original target, leaving a gap that DLHP is working to close by year-end.

The same report notes that the waste-retribution PAD target was later increased in the 2026 revised budget (APBD Perubahan) to more than Rp4 billion. DLHP officials told Florespos.net that the agency intends to continue intensifying collection efforts so that realised PAD moves closer to the revised target by the end of the budget year.

Based on the figures disclosed, the provisional Rp2.59 billion represents somewhat less than two-thirds of the initial target of “Rp3.8 billion more” and a smaller share of the revised “more than Rp4 billion” target. Because both targets are expressed in rounded terms above the stated thresholds, the report does not provide sufficient detail to calculate precise achievement percentages.

Wider PAD context

Florespos.net separately reports that Manggarai Barat’s overall PAD target under the initial 2026 regional budget was around Rp300 billion, citing Deputy Regent Yulianus Weng in an earlier article on regency finances. That figure refers to the total locally generated revenue across all sectors and is not limited to waste-management income.

Public data collected by business research outlet Katadata show that Manggarai Barat’s total PAD realisation between January and July 2026 reached Rp106.99 billion, equivalent to 34.45 percent of the 2026 PAD budget. While this aggregate figure includes waste retributions among other revenue streams, it underscores the importance of DLHP’s collections to the regency’s wider fiscal targets.

Waste fees as a growing revenue source

Waste-service retributions have become a significant and growing source of PAD for Manggarai Barat in recent years. Detikcom reported that waste-service revenue in the regency reached Rp3.3 billion for 2025, exceeding a target of Rp2.8 billion and corresponding to about 120 percent achievement for that year. In that report, regency officials highlighted waste-fee performance as a contributor to improved local revenue collection.

Local reporting also documents efforts to broaden and refine waste billing, particularly for tourism-related businesses.
