Maumere — Anggota DPRD Kabupaten Sikka Yunus Noce Fernandez has proposed directing bank Corporate Social Responsibility (CSR) funding to productive programmes that directly benefit residents, according to a report published on 21 October 2026. He made the proposal during a public hearing at the Sikka DPRD building on 15 October 2026.

Fernandez opposed using the funds for monument construction. He said Sikka still faces social and basic-infrastructure problems, including clean-water shortages and waste management.

He proposed productive partnerships such as developing waste banks to address environmental problems and providing clean-water facilities for villages facing water shortages. The proposal responds to a Sikka government plan to use CSR partnerships to redesign and improve public facilities, monuments and parks in Maumere.

Why the CSR decision matters for Maumere

The debate links corporate funding to two different priorities: improving the appearance and usability of public spaces, or financing programmes with a more direct effect on household welfare. The issue matters as Maumere seeks to strengthen its role as a service and cultural city while competing with the visibility of Labuan Bajo, which the central government has designated a super-priority destination.

The Sikka government’s plan includes improvements to Tugu MoF, Tugu Gong, Taman Pahlawan Daerah Teka Iku, the Tugu Ikan Tuna site and the area around Frans Seda Airport. Planned features include parks, rest areas, jogging facilities, decorative lighting and street lighting. The government says CSR cooperation would reduce pressure on the regional budget.

A Sikka government report says the cooperation is expected to use clear arrangements, including a memorandum of understanding or cooperation agreement. The government also plans to prepare proposals for potential contributors. The 21 October report does not state a final decision on how the funding will be allocated.
