How widespread is electricity access across Flores and NTT?

Electricity reaches most communities across Nusa Tenggara Timur, but PLN’s 2025 figures show a gap between household access, village coverage and the remaining remote areas.

Electricity access across Flores and neighbouring islands is high but not universal. As of March 2025, PLN reported Nusa Tenggara Timur’s PLN electrification ratio at 89.12 percent and its total electrification ratio at 96.39 percent; Flores Timur was among the areas approaching 99.99 percent, while some remote communities still relied on non-grid systems.

How many villages in NTT have electricity?

PLN reported that, by April 2025, it had supplied electricity to 3,327 villages and urban wards in NTT, giving the province a village-electrification ratio of 96.66 percent, according to reporting by LintasNTT in 2025.

The same report said 118 villages, covering 527 hamlets, were not yet served by PLN’s grid. Those communities were instead being supplied through combinations of communal PLN systems, solar home systems, energy-saving solar lamps, local diesel generators, micro-hydropower and community initiatives.

Why are the figures different?

The 89.12 percent figure measures PLN’s electrification ratio, while the 96.39 percent figure is the total electrification ratio, according to PLN’s March 2025 figures reported by LintasNTT. The distinction matters because households can receive electricity from sources other than the PLN grid.

The 96.66 percent figure measures villages and urban wards with electricity service, not the share of individual households connected. These indicators therefore describe different parts of access and should not be added together.

How does Flores fit into the picture?

Flores Timur was listed among areas with an electrification ratio approaching 99.99 percent in the 2025 report. The report did not present a single island-wide electrification figure for Flores, so the provincial and district-level indicators should not be treated as a complete measure for every Flores community.

East Manggarai was identified as one of four NTT areas still in a limited-access “red zone” in January 2025, according to ThinkGeoEnergy’s 2025 report. The same report said NTT’s electrification ratio was 96.37 percent at that time, a separate measurement from PLN’s March and April figures.

What is the policy target?

PLN’s roadmap targets a 99.99 percent electrification ratio across NTT by 2028, according to LintasNTT in 2025. The report also said PLN expected all villages in NTT to receive PLN service by 2027, although those are different targets: one concerns an electrification ratio and the other village service coverage.

For Flores and the surrounding islands, the figures show substantial access alongside a remaining infrastructure gap concentrated in some remote communities. Official statistics from BPS provide the province’s broader statistical framework, including the 2025 NTT provincial profile, but the PLN figures are the source for the electricity measures used here.
