Flores quake recovery brings tax relief and tourism checks in Labuan Bajo

Labuan Bajo — Authorities in East Nusa Tenggara are shifting from emergency response to early recovery after the 15 August 2026 Flores earthquake, with new tax relief and tourism measures aimed at easing the burden on affected residents and businesses. The province has introduced motor-vehicle tax discounts of up to 75 percent for vehicle owners in the worst-hit regencies, including Manggarai Barat, while national and regional tourism bodies have begun coordinating destination assessments and reopening.

The earthquake, measured at magnitude 7.7, struck Flores Island on 15 August and prompted a 14-day provincial emergency response status from 15 to 28 August, under a decree issued by Governor Emanuel Melkiades Laka Lena. Several regencies declared their own disaster statuses; Manggarai, for example, set a 90‑day emergency response period from 15 August to 13 November and established a disaster response command post.

While detailed local decrees for Manggarai Barat have not been publicly reported to match those of Manggarai, national and provincial briefings describe significant impacts in West Manggarai. Tax relief for vehicle owners in affected regencies

The East Nusa Tenggara provincial government has issued Governor Regulation No. 54 of 2026 to provide motor-vehicle tax relief in response to the earthquake. According to regional state broadcaster RRI, residents in seven quake-affected regencies on Flores — Sikka, Ende, Nagekeo, Ngada, Manggarai, East Manggarai and West Manggarai — are eligible for reductions of up to 75 percent on outstanding motor-vehicle tax principal.

Provincial revenue officials explained that vehicle owners in those seven regencies can obtain a 75 percent cut on the principal amount of tax arrears, meaning they pay only 25 percent of the outstanding sum. Owners in other parts of East Nusa Tenggara receive a 50 percent reduction on tax arrears.

The regulation also waives administrative penalties on motor-vehicle tax and on vehicle title transfer charges for residents in the quake-affected areas. RRI reports that the relief programme runs from 1 September to 31 October 2026, and applies automatically through the Samsat system without requiring special disaster victim certificates. Provincial officials have urged residents to make use of the temporary relief window.

Tourism recovery efforts in Labuan Bajo

Tourism authorities are working to restore visitor confidence in Labuan Bajo and across Flores while emphasising safety verification before promotion. The Labuan Bajo Flores Tourism Authority (BPOLBF), a body under the Tourism and Creative Economy Ministry, has reported mapping tourism destinations and distributing humanitarian aid following the earthquake. Its briefings describe assessments of destination conditions, accessibility and supporting facilities, aiming to distinguish sites that are safe and operating from those that remain closed or damaged.

Coordinated meetings between central tourism officials and the Manggarai Barat administration have focused on post-quake tourism recovery, including destination readiness and the continuity of tourism services in Labuan Bajo. The Tourism Minister has discussed the need to protect residents, restore destinations and livelihoods, and maintain tourist confidence, while stressing that reopening should follow technical evaluations of safety.

Regional authorities and BPOLBF have signalled that information on destination readiness, safety and accessibility will be disseminated to tourism operators and prospective visitors as assessments are completed. For travellers, officials recommend paying close attention to official advisories and local government announcements when planning trips to Labuan Bajo and other Flores destinations during the recovery period.
