Labuan Bajo — — Telkom Indonesia says it restored all of its affected telecommunications and digital services in East Nusa Tenggara to normal within three days of the 15 August 2026 Flores earthquake, using redundant fibre routes and backup power systems to keep the region connected during the emergency.

The magnitude 7.7 earthquake struck off the northern coast of Flores Island at 05:58 local time on Saturday, 15 August 2026, triggering a temporary tsunami warning and causing deaths, injuries and damage across several regencies, according to Indonesia’s Meteorology, Climatology and Geophysics Agency (BMKG) and the National Disaster Management Agency (BNPB).

Telkom’s three-day recovery and network design

Telkom’s President Director Dian Siswarini said the company completed 100 percent restoration of services across NTT three days after the quake, with all TelkomGroup networks described as operating normally and stably.

In a statement from Labuan Bajo, Telkom highlighted that its fibre-optic backbone in the region uses a ring configuration, allowing traffic to be rerouted if one segment is damaged or interrupted. This design is intended to prevent a single cut cable or damaged transport route from isolating entire communities.

Telkom’s explanation underscores that resilience is more than simply adding capacity. The company pointed to the importance of network architecture that can absorb shocks, combined with field teams able to repair infrastructure quickly and adjust routes so services can continue during and after a disaster.

Keeping communications running when power fails

Power supply emerged as a critical dependency. Telkom stated that its sites rely on electricity from state utility PLN, but are supported by batteries and generators that can take over when the main grid fails. The company said it deployed additional personnel to operate this reserve power equipment during the recovery phase.

By maintaining alternative power as well as multiple data routes, Telkom reported that key services could remain available even while physical infrastructure and the public grid were under stress. This approach is intended to reduce the risk that residents and responders will be left without communications in the hours and days following a major quake.

Support measures for affected residents

Alongside technical repairs, Telkom reported that it provided free internet access at evacuation posts in affected areas to help survivors contact family members, obtain information and coordinate assistance. The company also described humanitarian aid deliveries, including food and household supplies, to several locations in NTT that were impacted by the quake.

These measures indicate an effort to pair network continuity with practical access for people whose homes, incomes or usual communications facilities were disrupted, even as full details of usage and coverage remain unclear in public statements.

What the earthquake revealed about digital resilience

The Flores earthquake was strong and shallow, with BMKG revising its estimate from magnitude 7.0 to 7.7 at a depth of around 15 km and placing the epicentre offshore north of Flores. National and international reports cite dozens of fatalities and more than a hundred injuries across regencies including Sikka, West Manggarai, Manggarai and East Manggarai, as well as widespread structural damage and a brief tsunami warning.

Against that backdrop, Telkom’s three-day restoration in NTT offers an early test of how ring-configured fibre, redundant backbone links and backup power systems can limit communications disruption in an island region exposed to frequent seismic events. The company’s public statements frame this as evidence that prior investment in resilience helped speed recovery.

However, the available disclosures do not break down performance district by district or detail which remote communities, hospitals and evacuation centres had equivalent levels of redundancy before the quake. Nor do they quantify the financial cost of building and operating these contingency systems, or the economic and social value of maintaining connectivity during the emergency.

For policymakers and investors, the episode underlines the importance of ensuring that resilience measures — ring fibre, multiple backbone paths, reserve power and trained emergency teams — extend beyond major tourism and administrative hubs to smaller districts and rural communities that face similar seismic risk.
