Indonesia plans R3P-based recovery master plan for quake-hit Flores

Labuan Bajo — Indonesia’s national development planning minister, Rachmat Pambudy, has urged that post-earthquake recovery in Flores move beyond physical reconstruction to strengthen the regional economy and human development, following a high-level meeting with East Nusa Tenggara Governor Emanuel Melkiades Laka Lena in Kupang on 14 September 2026, according to national media reports.

The meeting was held as authorities consolidate damage and loss data after the 15 August 2026 magnitude 7.7 earthquake that struck Flores Island and surrounding areas. According to the provincial government, the disaster affected seven regencies on Flores that together account for around 30–35% of East Nusa Tenggara’s economic output, highlighting the stakes for recovery planning.

Master plan for seven affected regencies

Rachmat Pambudy and Governor Melki Laka Lena agreed to prepare a joint master plan for rehabilitation and reconstruction across the seven affected regencies, national outlet Detik reported. Pambudy said the plan is intended to accelerate rebuilding while laying the groundwork for more resilient development in Flores.

Media Indonesia, citing the provincial government, reported that recovery efforts are being structured around Indonesia’s Rencana Rehabilitasi dan Rekonstruksi Pascabencana (R3P), or post-disaster rehabilitation and reconstruction plan, which will guide interventions over the next three years. The R3P is being prepared alongside a formal post-disaster needs assessment (Jitupasna), with completion targeted around mid-November 2026, or roughly 90 days after the emergency status was set.

Provincial officials have identified the seven priority regencies on Flores as Manggarai Barat, Manggarai, Manggarai Timur, Ngada, Nagekeo, Ende and Sikka. These jurisdictions experienced extensive damage to housing and public facilities and form the geographic focus of the planned master plan and R3P.

From rebuilding assets to strengthening the economy

Governor Melki Laka Lena has argued that the R3P should serve as a “momentum” to build Flores back better rather than simply restore pre-disaster conditions, according to the provincial leadership bureau. In his public statements after the quake, he stressed that rehabilitation must cover both direct and indirect impacts, with particular attention to the recovery of local livelihoods and the wider regional economy.

Radio Republik Indonesia reported that the governor has repeatedly called for the R3P to become the main reference for deciding what to rebuild, how to rebuild it and how to ensure post-earthquake development is safer and better aligned with community needs. He has also warned local governments against manipulating damage data for political or other reasons, insisting that an objective evidence base is essential for fair recovery spending.

According to Media Indonesia, the provincial administration is consolidating “one data” on disaster impacts to underpin the Jitupasna and R3P. This includes losses to homes, public facilities, productive assets and infrastructure across the seven regencies. The governor has said that once the data set is complete, it will guide both physical reconstruction and programmes aimed at restoring and strengthening household incomes.

Verification timetable and next steps

Governor Melki Laka Lena has set a timetable for completing and publicly testing the damage inventory between September and early October 2026. In remarks in Kupang on 14 September, he said authorities are working to ensure that all data collection and verification is finished within that window and subjected to public scrutiny.

The verified data will then feed into the drafting of the Jitupasna and R3P for Flores, which are being prepared with technical support from national disaster and planning agencies. BNPB, the national disaster management agency, is expected to assist in permanent housing construction and in the preparation of the R3P document, according to RRI.

While detailed programme lists and budget allocations have not yet been made public, the combination of Bappenas-led master planning and the province’s R3P process indicates that recovery in Flores will be shaped by both national development priorities and local assessments of damage and economic potential. Officials have signalled that the plan will aim to balance urgent repairs with longer-term economic strengthening across Flores’s seven key regencies.
