Dukcapil issues 358 documents in first day of West Manggarai quake response

Labuan Bajo — — Indonesia’s Directorate General of Population and Civil Registration (Dukcapil) issued a total of 358 population documents on the first day of a mobile civil-registration service for earthquake-affected residents in West Manggarai, East Nusa Tenggara, on Monday, 24 August 2026, according to statements from the Home Affairs Ministry and local media reports.

The mobile service was launched after a powerful earthquake struck parts of Flores and surrounding areas, damaging public facilities including sections of the West Manggarai civil-registration office.

Dukcapil officials said the local office continued operating, while additional equipment from the central government was deployed to support officers in providing services outside the building.

Based on a recap compiled up to 6:39 p.m. WITA on the first day, Dukcapil recorded and issued the following documents in West Manggarai:

• 36 electronic ID (KTP-el) recordings and 94 printed electronic ID cards.
• 174 family cards and five child identity cards.
• 12 certificates for residents moving into the area.
• 18 birth certificates, four death certificates and two marriage certificates.
• Digital population identity activation for 13 applicants.

Mobile teams and equipment for quake-hit areas

According to Dukcapil secretary Hani Syopiar Rustam, the ministry formed a disaster response team and deployed six mobile civil-registration teams to seven earthquake-affected districts across East Nusa Tenggara, including West Manggarai.

In West Manggarai, Rustam led the Dukcapil team that inspected damage at the local civil-registration office and coordinated response efforts at the regional disaster management agency’s emergency post.

Dukcapil and the Ministry of Home Affairs provided technical supplies to support the mobile service, including 4,000 electronic ID card blanks, internet connectivity equipment, printing materials and a portable device for electronic ID enrollment, according to ministry statements cited by several outlets.

The portable enrollment unit enables officers to record residents’ data directly at evacuation centres and other hard-to-reach locations, extending coverage beyond the damaged office building.

Rustam said replacement population documents for residents whose papers were lost or damaged in the earthquake would be issued free of charge as part of the emergency response.

Local officials in West Manggarai reported that the mobile and routine services would continue for several days at evacuation sites and other affected locations, with teams scheduled to visit multiple service points.

Continuing civil-registration recovery after the quake

The West Manggarai operation formed part of a wider effort to restore civil-registration rights for residents across Flores and neighbouring districts following the earthquake.

Dukcapil reported that, within the first two days of mobile services in the seven affected districts, a total of 3,055 civil-registration and vital records documents were reissued to residents.

By the end of the emergency mobilisation period, officials said more than 11,000 documents had been restored across East Nusa Tenggara, including over 1,500 in West Manggarai alone.

In public statements, Dukcapil and Home Affairs Ministry representatives stressed that the mobile services were intended to ensure quake-affected residents could rapidly regain access to identity documents needed for social assistance, health care, education and banking services, without any additional fees.
