Labuan Bajo — — A province-wide baseline for hotel occupancy, visitor mix and average length of stay in East Nusa Tenggara cannot be derived from the 2025 Regional Government Work Plan (RKPD) extract currently available from the provincial government. The section of the document seen so far does not present the tourism tables required to calculate those indicators.

The PDF published by the Nusa Tenggara Timur provincial government is titled Rancangan Akhir RKPD Provinsi Nusa Tenggara Timur Tahun 2025 and forms part of the final draft of the Regional Government Work Plan for 2025. Its chapters set out regional conditions, economic and fiscal policy, development priorities, district and city policies, and implementation and financing. In the extract available, the tables and indicators described focus on macroeconomic, social and governance topics rather than detailed tourism statistics.

The text and table of contents seen in the RKPD extract list indicators such as economic growth, poverty, unemployment, gross regional domestic product and investment projections, along with development indicators and targets for the province and its districts and cities. They do not show a dedicated table for hotel-room occupancy rates, total hotel guests, tourist arrivals by origin or province-wide average length of stay.

Tourism indicators held outside the RKPD

According to the Central Statistics Agency (BPS) for Nusa Tenggara Timur, detailed tourism data for the province are published in separate statistical products rather than in the RKPD. These include the Tourism Statistics of Nusa Tenggara Timur Province 2023 publication and online tables on hotel visitors and occupancy. BPS defines hotel-room occupancy and average length of stay in methodological notes attached to its tourism and accommodation statistics.

In BPS tourism publications for Nusa Tenggara Timur, hotel-room occupancy is measured as the percentage of occupied room-nights against available room-nights, and average length of stay is calculated by dividing the number of guest-nights by the number of guests staying overnight. The BPS provincial tourism statistics for 2023 report separate figures for star-rated and non-star hotels, including numbers of foreign and domestic guests and their respective average lengths of stay.

Local media reports based on BPS data show that hotel performance in Nusa Tenggara Timur is regularly tracked using these indicators, distinguished by hotel classification and visitor origin. For example, coverage of BPS releases on monthly room occupancy and average length of stay in 2023 and 2024 presents separate percentages for star and non-star hotels, and separate averages for foreign and domestic guests. These reports underline the need to keep hotel guests distinct from total visitor arrivals to the province.

Why the RKPD extract cannot provide a tourism baseline

Because the available RKPD 2025 extract does not reproduce the BPS tourism tables or their definitions, it cannot independently support a province-wide baseline for hotel-room occupancy, hotel guest totals, visitor origin or average length of stay. Any ranking of tourism performance across districts or comparison between periods would need access to the underlying BPS datasets, including metadata specifying coverage, units of measurement and time periods.

Provincial planners drawing on BPS data typically treat hotel occupancy as an accommodation performance indicator, while visitor arrivals and guest counts measure tourism demand and flows. Combining hotel-room occupancy, total visitor arrivals and average length of stay into a single tourism baseline without clear definitions risks misrepresenting the role of hotels in overall tourism, especially in areas where visitors stay with relatives or use non-registered accommodation.

On the evidence currently available, the 2025 RKPD extract should be read as a framework document for regional development priorities. A reliable tourism baseline for East Nusa Tenggara would instead need to be constructed from BPS tourism publications and statistical tables for hotel visitors, occupancy and length of stay, with each indicator reported according to its official definition and time coverage.
