Labuan Bajo — Investment realization in Labuan Bajo reached nearly Rp570 billion (around US$36.9 million) in the first quarter of 2024, according to Indonesia’s Tourism and Creative Economy Minister Sandiaga Salahuddin Uno. He said the destination remains a focus for tourism and infrastructure investors and is expected to attract further capital as access improves.
Speaking in mid-August 2024, Sandiaga said investment in Labuan Bajo’s tourism and creative economy sectors in Q1 2024 had “almost reached” Rp570 billion and was dominated by infrastructure and tourism development, according to several Indonesian business and travel outlets citing his remarks at investor and networking events in Jakarta and Labuan Bajo.
He also highlighted a broader investment context for East Nusa Tenggara (NTT). According to the Investment Coordinating Board and Ministry data relayed by local media, total investment realization in NTT reached Rp5.2 trillion in 2023, with tourism among the largest contributors across 15 investment sectors. The Rp5.2 trillion figure refers to the province as a whole, not Labuan Bajo alone.
Position among priority tourism destinations
Sandiaga described Labuan Bajo as one of Indonesia’s super-priority tourism destinations and said that since 2020 it has received significant investment, particularly for infrastructure and tourism projects.
He stated that Labuan Bajo ranked fourth in terms of investment realization among Indonesia’s 10 priority tourism destinations, based on cumulative investment since its designation as a super-priority area. The minister did not publicly name the other destinations or release a detailed comparative table in the remarks reported.
Local and national outlets covering his August 2024 statements noted that for 2023, realized investment in the Labuan Bajo super-priority area from foreign investors reached about US$20.27 million, while realized investment from domestic investors was around US$14.84 million. These destination-level figures sit alongside the Rp5.2 trillion provincial total and the Rp570 billion realized in the first quarter of 2024.
Sector and access developments
Officials and local stakeholders have repeatedly pointed to tourism and related infrastructure as the dominant sectors in Labuan Bajo’s recent investment flows. Regional reporting on NTT’s investment statistics for 2024 shows that in the first quarter, tourism accounted for more than half of additional realized investment in Labuan Bajo, reinforcing Sandiaga’s description of the sector as a leading contributor.
To support continued growth, the government has promoted improved flight connectivity to Komodo International Airport. On 3 September 2024, AirAsia inaugurated a new international route linking Kuala Lumpur and Labuan Bajo, according to the Labuan Bajo Flores Tourism Authority. The Kuala Lumpur–Labuan Bajo–Kuala Lumpur service operates three times per week — on Tuesdays, Thursdays and Saturdays — using Airbus A320 aircraft.
The inaugural flights carried more than 160 passengers into Labuan Bajo and over 150 on the outbound leg, according to official accounts of the launch. Tourism authorities and Sandiaga said the route is expected to expand economic opportunities and strengthen Labuan Bajo’s position as a gateway for international visitors, although they did not attach specific, quantified investment projections to the new service.
Implications for investors and local businesses
The Q1 2024 figure of nearly Rp570 billion, together with the provincial Rp5.2 trillion total for 2023 and the ongoing expansion of air access, suggests that Labuan Bajo is attracting sustained interest from both domestic and foreign investors.
Sandiaga has said that the realized capital to date reflects a growing pipeline of projects, including hotels, resorts and other tourism infrastructure, and that investors are responding to regulatory incentives such as streamlined permitting and golden visa options for certain foreign investors.
For investors, the available data indicates strong recent capital flows into tourism and supporting infrastructure in Labuan Bajo and wider NTT. However, public statements so far do not provide a project-by-project breakdown for the Rp570 billion realized in Q1 2024 or detailed information on job creation and returns, meaning that commercial due diligence remains essential for any individual investment decision.
