Ende Police Hand Three Suspects to Prosecutors in Boat Corruption Case

Ende, East Nusa Tenggara — Police in Ende have handed over three suspects and case evidence to prosecutors in a corruption case involving the procurement of 25 fibreglass fishing boats financed by the Ministry of Social Affairs, local reports and police-linked coverage said on 15 September 2026.

The suspects were identified as RR, a ministry official; DAW, described as an intermediary; and YS, the boat builder, according to reporting by RRI and local news coverage of the police briefing. The case concerns 25 fishing boats with a 5-gross-tonne capacity each.

Authorities said the alleged state loss was calculated at about Rp6.45 billion to Rp6.483 billion, based on the audit cited in the reports. Police also transferred cash evidence of Rp1.507 billion, along with the boats and related documents, to the Ende District Prosecutor’s Office.

Case details

Police said the boats were intended for fishing groups in Ende Regency and were delivered in 2023, but later became unusable after being damaged. The reporting said investigators found problems in the hull and engine work, and that the aid process did not follow standard government procurement procedures.

The investigation began after a police report dated 14 May 2025, according to the reports. Officers said the case then moved to the second stage of legal processing, with suspects and evidence formally handed to prosecutors for the next step.

One local report said the initial proposal from the regional government had asked for 2 GT boats before the ministry approved 25 fibreglass boats at 5 GT in 2022. The same reports said construction funds were symbolically delivered on 25 November 2022 and later used for boat production in Ende.

The police briefing described the evidence handed over as including 25 boats, registration papers, planning documents, construction files and financial accountability records. The suspect handover marks the case’s move from investigation to prosecution.

In a separate report, the suspects were named more fully as RR, DAW alias PB, and YS, with RR described as a former official at the ministry’s social resource potential directorate, DAW as a middleman and YS as the builder. The reports did not say prosecutors had already filed charges at this stage.
