Labuan Bajo — A 1997 study on destructive fishing in and around Komodo National Park documented blast fishing and other harmful methods, but in its own text it did not quantify a trend in bombing incidents or establish that weekly marine patrols caused those incidents to decline.
The paper, “Destructive fishing methods in and around Komodo National Park” by Jos Pet, was published in the SPC Live Reef Fish Information Bulletin No. 2. It drew on interviews and surveys to describe eight categories of destructive fishing, including blast fishing, cyanide fishing and coral-breaking for abalone known locally as meting.
Pet described blast-fishing practices using improvised bombs, typically glass bottles filled with fertilizer mixed with kerosene or diesel, sometimes with dynamite added. The report distinguished shallow-water operations from deeper-water bombing, which could involve a diver, electric ignition cables and batteries.
According to the study, bomb fishers searched for fish aggregations, sometimes using masks and snorkels, and a typical bombing operation could last about a week and yield an estimated 500–1,000 kilograms of dried fish. These passages concern the scale and yield of fishing operations rather than the timing or effectiveness of patrols.
What the records showed
Pet reported that park authorities had collected information on the frequency and location of destructive fishing, mainly blast fishing, since 1988. The article included figures showing annual blast-fishing incidents from 1988 to 1995 and monthly data for 1992–1995, based on park records.
The numerical values in those charts were not reproduced in the article’s text, and the study did not calculate percentage changes or formally analyse trends. On that basis, the published paper supports the statement that incident records existed and were graphed, but it does not itself provide a quantified year-by-year decline.
Pet noted that more systematic monitoring of fishing activities in Komodo began only in 1996, with efforts to record locations, dates, activity types and yields for different fishing gears. He also wrote that the local fisheries service could not supply comparable historical data, limiting the ability to reconstruct past fishing effort across time and space.
The report therefore relied on a mix of methods: interviews, surveys, administrative incident records and reef-condition assessments. Pet cautioned that much of the information on destructive fishing was anecdotal, in part because fishers were reluctant to provide detailed accounts.
Reef surveys and coral damage
The 1997 paper stated that the Komodo Field Office had begun a coral-reef survey at 192 locations, with measurements at three depths. Surveyors recorded the proportions of live hard coral, standing dead coral, rubble, soft coral, sand, algae and weeds, rock and other categories.
Preliminary results from 72 locations on the park’s northern side showed an overall average of around 15 percent live hard coral and 35 percent rubble, along with similar shares of standing dead coral, soft coral and sand, and smaller proportions of algae, weeds, rock and other substrate. Other work by Pet and colleagues in subsequent years found extensive coral mortality and rubble fields linked to chronic blast fishing in Komodo over several decades.
Later patrols and enforcement claims
Later reports and reviews tie reductions in blast and cyanide fishing in Komodo to the introduction of legal bans and regular marine patrols, particularly from 1996 onward. An aquaculture and livelihoods report, citing Pet’s 1999 monitoring, states that the incidence of dynamite and cyanide fishing dropped significantly during an initial period of intensive patrolling in 1996 and notes that patrols led to multiple arrests.
A separate profile of Komodo reports that a legal ban on destructive fishing combined with a weekly patrol program resulted in an estimated 80 percent decrease in blast fishing, with monitored reefs beginning to recover. Economic and ecological studies on blast fishing in Indonesia also attribute reductions in Komodo’s blast fishing to enforcement campaigns and patrols supported by conservation organizations.
However, these enforcement assessments draw on later monitoring reports and broader management reviews rather than on the 1997 descriptive paper alone. Pet’s 1997 article documents destructive methods, early incident records and initial reef surveys, but it does not provide before-and-after patrol data or a controlled evaluation of patrol effectiveness.
For readers using the 1997 study as historical context, the evidence supports a narrower conclusion: by the mid-1990s, park authorities and conservation partners were beginning to systematize information on destructive fishing and reef condition, creating a baseline for later comparisons, while detailed analyses of patrol impacts and incident trends were developed in subsequent monitoring and research reports.
