NTT, Polish Honorary Consul Explore Investment Across Six Key Sectors

Kupang — — The East Nusa Tenggara (NTT) provincial government has opened talks with Polish businessman and honorary consul Miroslaw Wawrowski to explore investment opportunities across a range of resource-based sectors, but no specific projects or funding commitments have yet been announced, according to local media and provincial officials.

The meeting brought together NTT Governor Emanuel Melkiades Laka Lena, Wawrowski and the Honorary Consul of the Indonesian Embassy in Warsaw for a cross-agency discussion on potential cooperation. It was held at the governor’s official residence in Kupang and involved heads of provincial departments responsible for marine and fisheries, livestock, tourism and the creative economy, agriculture and plantations, forestry and new and renewable energy.

The provincial government framed the talks as part of a strategy to turn NTT’s raw resource potential into downstream industries that can create local jobs, increase production and deliver higher added value within the region. Laka Lena told participants that NTT’s natural wealth needed to be developed into investment projects that benefit residents rather than remaining in the form of unprocessed commodities.

Six sectors under discussion

According to NTT Disway, the discussions highlighted investment prospects in six broad areas: marine and fisheries; livestock; tourism and the creative economy; agriculture and plantations; forestry; and new and renewable energy. Provincial officials presented these sectors as strategic priorities for future cooperation with Polish partners.

Wawrowski, who also serves as Poland’s honorary consul and has longstanding business interests related to Indonesia, told the meeting that NTT’s investment potential is considerable but must be assessed using robust data. He said he had previously visited tourism destinations in Rote Ndao Regency and identified strong tourism prospects there, while noting that further development would require better accessibility, reliable travel arrangements and more diverse attractions for visitors.

Beyond tourism, Wawrowski pointed to opportunities in fisheries, livestock feed production, bamboo and teak-based industries. He expressed an intention to bring prospective investors to NTT to examine these opportunities directly, with particular interest in establishing an animal-feed factory and fish-processing facilities. The reports did not identify the potential investors, proposed locations, planned capacities or indicative project values.

Focus on downstream processing

Laka Lena used the forum to reiterate his administration’s emphasis on downstream processing across key sectors. He said the province aims to shift away from exporting raw materials by encouraging investment in processing industries linked to fisheries, livestock, agriculture, plantations, forestry, bamboo and tourism.

This approach aligns with broader provincial planning documents that highlight NTT’s potential in renewable energy and resource-based industries, including solar and wind power, marine products and livestock. Officials at the meeting argued that structuring investments around processing and value-added activities could support regional economic growth and provide more stable employment.

Government to prepare business proposals

Following the discussions, the governor instructed relevant provincial agencies to compile technical data and draft business proposals tailored for prospective investors from Poland. The aim, according to local coverage, is to offer measurable commercial opportunities rather than general descriptions of NTT’s natural resources.

The provincial government said it would facilitate and support investors through licensing and coordination with local agencies, while linking any future projects to benefits for communities such as job creation and higher output. Officials did not disclose timelines for completing the business plans or holding follow-up meetings.

Neither NTT Disway nor RRI reported on land requirements, environmental impact assessments, local partner arrangements or community consultations for the potential projects. The coverage also did not clarify whether Wawrowski was acting on behalf of a specific company, a group of investors or an investment fund.

Talks still at exploratory stage

Based on the information reported to date, the engagement between NTT and Wawrowski remains at an exploratory and opportunity-mapping stage. No investment amount, formal agreement, feasibility study or construction schedule has been announced, and there is no indication yet that Polish investors have committed capital to specific projects in the province.

Wawrowski’s role so far has been to identify areas of interest and signal a willingness to introduce potential investors to NTT, particularly in animal-feed production and fish processing. Any concrete investment proposals are expected to follow once the provincial government completes its technical studies and business plans and once interested companies have conducted their own assessments of commercial and regulatory conditions in NTT.
