Dry-Season Wae Mese Water Dispute Pressures Labuan Bajo Supply

A prolonged dry season has tightened flows in the Wae Mese River, intensifying competition between Perumda Air Minum Wae Mbeliling and farmers in Komodo district and constraining raw-water supplies for Labuan Bajo’s treatment facilities.

Labuan Bajo — A prolonged dry season has intensified competition for water from the Wae Mese River between Perumda Air Minum Wae Mbeliling and farmers in Komodo district, constraining raw-water supplies for Labuan Bajo’s treatment facilities, according to the utility’s director.

The situation was reported on 13 September 2026, when Perumda Air Minum Wae Mbeliling said reduced river discharge was affecting its intake infrastructure in Watu Nggelek village, Komodo, West Manggarai, which draws surface water from Wae Mese as a source for treated piped supply in Labuan Bajo.

Perumda director Ponsianus Mato described Wae Mese as a key resource for both clean water and agriculture, noting that lower flows during the extended dry season had triggered competition between domestic supply and irrigation uses.

He said field inspections found that a structure channeling river water toward the company’s raw-water reservoir had been closed, reducing the volume reaching the intake for two installations that produce treated water for the town.

Reduced intake for Labuan Bajo systems

According to Perumda Air Minum Wae Mbeliling, the Wae Mese system is one of the principal raw-water sources for Labuan Bajo’s piped supply, with intake and treatment facilities located in Komodo district and designed to convert river flows into potable water distributed to customers.

When the diversion structure from Wae Mese was closed and river discharge dropped during the dry season, the utility reported that its ability to take in, process and distribute water from this source was constrained, affecting service to customers connected to the Wae Mese system in Labuan Bajo.

The company did not publish detailed figures on how many connections or neighborhoods were affected, nor did it specify whether the impact took the form of reduced pressure, intermittent scheduling or temporary outages.

Publicly available information on the utility’s infrastructure indicates that the Wae Mese surface-water intake and treatment facilities, built in 2012 at Nggorang in Komodo district, were designed with a nominal processing capacity of 2 × 20 liters per second but are currently producing at around half that installed capacity.

The same river system has previously been identified as serving thousands of piped-water customers in Labuan Bajo, underscoring its significance for the town’s basic services during periods of hydrological stress.

Farm irrigation and dry-season stress

While the utility relies on Wae Mese for raw water, farmers in Watu Nggelek and other Komodo-area villages use the river for irrigation, and recent years have seen wider concerns about agricultural vulnerability around the Wae Mese sub-irrigation network.

A parliamentary research brief on irrigation projects in Manggarai Barat noted that unfinished rehabilitation of the Wae Mese sub-irrigation system had already contributed to failed planting seasons and food-security risks for thousands of households in Komodo district, including Watu Nggelek, before the current dry-season supply conflict.

Local reporting from Manggarai Barat has also highlighted the impact of extractive activities along parts of the Wae Mese on water access for communities and farmers, with residents in Compang Longgo describing difficulties obtaining clean water and irrigating their fields due to sand-mining operations in the river channel.

Against this backdrop, Mato called for water use on Wae Mese to be regulated, shared and monitored carefully so that basic access to clean water can be protected during the drought, while also recognizing the importance of the river for local agriculture.

Regulatory and planning questions

The utility’s statements did not identify a specific government agency as the lead authority for allocating Wae Mese’s dry-season flows between domestic and irrigation uses, and there has been no published decision detailing a formal distribution regime or emergency restriction for the current episode.

Existing documentation on the Wae Mese irrigation sub-system shows that Komodo’s agricultural areas, including Watu Nggelek, Nggorang, Compang Longgo and Golo Bilas, depend heavily on the river for their canal networks, suggesting that any disruption or reallocation of flows can have significant consequences for both farmers and urban consumers.

Available public records on Perumda Air Minum Wae Mbeliling’s assets indicate a portfolio of surface and spring sources for Labuan Bajo, including Wae Mese and several springs, but they do not detail a specific contingency plan for replacing Wae Mese supplies during an extended drought or conflict over river access.

As Labuan Bajo continues to grow as a tourism hub, the current dispute over Wae Mese underscores the need for clearer governance of shared river resources, stronger coordination between water-supply and irrigation authorities, and transparent communication with residents about service impacts and conservation measures during dry seasons.
