West Manggarai PAD rises to about Rp274 billion in 2024; 2026 target Rp310 billion

Available public data show West Manggarai’s locally generated revenue rising from about Rp154.7 billion in 2021 to roughly Rp273.7 billion in 2024, with a 2026 PAD target of around Rp310 billion.

Labuan Bajo — West Manggarai Regency’s locally generated revenue (Pendapatan Asli Daerah, or PAD) is on a rising trajectory, but publicly available reports do not confirm a figure of Rp261 billion by 11 December 2025 or a 92.97% realisation rate of a Rp288 billion target.

According to a February 2025 report by Pos-Kupang, the regency government stated that PAD realisation reached about Rp273 billion in 2024, an increase of roughly 10% from around Rp248 billion in 2023, following Rp190.8 billion in 2022 and Rp154.7 billion in 2021.

The same report quoted local officials as saying that West Manggarai had set a PAD target of around Rp318 billion for 2025, reflecting optimism over continued growth in local revenue capacity.

2024 realisation and 2025 targets

Data published by Indonesia’s Ministry of Home Affairs shows that West Manggarai’s PAD realisation in 2024 was approximately Rp273.7 billion, against a target of about Rp313.1 billion.

In that report, PAD accounted for roughly 87% of the 2024 target, and ministry analysts noted a year-on-year increase of just under 10% compared with 2023.

Local news coverage in June 2025 similarly reported that officials described PAD in 2022 at about Rp190 billion, Rp248 billion in 2023 and Rp273 billion in 2024, consistent with the national data.

Those figures underpin the higher 2025 PAD target of roughly Rp318 billion, which regional leaders framed as achievable through stronger tax administration and the expansion of local revenue sources.

Interim 2025 realisation and 2026 plan

By November 2025, a separate report from Pos-Kupang said West Manggarai had collected around Rp225.2 billion in PAD as of 10 November.

The article stated that the 225.2 billion figure represented about 80.1% of a 2025 PAD target of roughly Rp281.1 billion, following a downward revision from earlier planning assumptions.

While that November snapshot confirms that PAD was on track to surpass 80% of the revised annual target, available public documents do not provide a verified update for 11 December 2025 or a precise total for the full year.

In parallel, coverage in November 2025 of the draft 2026 regional budget reported that West Manggarai’s government planned to set the PAD target at around Rp310 billion.

The planned Rp310 billion PAD for 2026 was reported to be made up of four components: regional taxes, regional retributions, returns from separated regional assets and other lawful PAD.

The proposed PAD level formed part of a broader 2026 revenue framework of roughly Rp1.1 trillion, which local leaders said would be slightly lower than the amended 2025 overall revenue plan.

Role of tourism and other revenue sources

Across these reports, officials consistently emphasised that tourism activity in and around Labuan Bajo is the main driver of West Manggarai’s local revenue.

They pointed to hotel and restaurant taxes, tourist services and other tourism-linked charges as key contributors to PAD, though detailed breakdowns by sector are not disclosed in the publicly available articles.

The regency has also highlighted the importance of strengthening collection from land and building taxes, swiftlet-nest levies and other local taxes to support financing for regional development.

These measures are intended to reinforce the fiscal base of a regency whose economy is closely tied to marine tourism, hospitality and related services around Komodo National Park.
