Labuan Bajo — Manggarai Barat authorities identified at least 11 hotels for violating coastal-setback or spatial-planning rules, and several fines remained unpaid in a report dated September 29, 2026 and updated September 30.
The hotels were located from Wae Cicu Beach in the north to Pede Beach. The violations concerned the coastal setback line and the Regional Spatial Plan. The administrative sanctions were imposed in December 2022.
Several listed penalties had not been settled.
Private businesses had restricted public access to beaches around Labuan Bajo, including Laing Lewe in Golo Mori. Fencing at Laing Lewe and Klumpang beaches affected 29 traders’ families.
Why it matters to readers
Public beach access is relevant to residents, traders and visitors using Labuan Bajo as a gateway to Komodo National Park. Restrictions at coastal sites can affect local livelihoods and access to public shoreline areas.
The enforcement issue also concerns the relationship between hotel development and coastal-planning rules in Manggarai Barat. Earlier reporting said only two of the 11 hotels had paid their fines, while seven had not settled them; that report also said two hotels had won lawsuits at the Kupang Administrative Court.
