Warloka Kampung Nelayan Hub Built to Support 263 Fishers

Labuan Bajo — — Kampung Nelayan Merah Putih (KNMP) in Warloka, Manggarai Barat, has been developed as an integrated coastal-economy hub with facilities aimed at supporting local fishers and improving the value of their catch, according to Indonesia’s public information service and local media reports.

The coastal centre in Warloka, on the Komodo coast of West Manggarai, is one of four KNMP sites built in East Nusa Tenggara province and described by the government as ready for operational use.

According to the Ministry of Communications and Informatics’ InfoPublik portal, KNMP Warloka is supported by 263 active fishers and 178 fishing vessels

InfoPublik reports projected annual fisheries output of 1,038 tonnes from the Warloka centre, with potential increases in fishers’ income of around Rp3.5 million per person per month once the hub is fully operational.

Ministerial visit and local management

On Thursday, 30 July 2026, Coordinating Minister for Food Affairs Zulkifli Hasan visited KNMP Warloka Pesisir, accompanied by Maritime Affairs and Fisheries Minister Sakti Wahyu Trenggono, Minister of Villages and Disadvantaged Regions Yandri Susanto, and deputy chair of Commission IV of the House of Representatives Ahmad Yohan, according to regional coverage from detikcom.

Detikcom notes that KNMP Warloka operates as a unit of the local Koperasi Desa Merah Putih Pesisir Warloka (Village Cooperative Merah Putih Pesisir Warloka), indicating that cooperative structures are expected to play a central role in managing the businesses at the site.

During the visit, Zulkifli Hasan highlighted the potential of KNMPs to become new economic engines for coastal communities, and reiterated that fishers remain among the poorest occupational groups in Indonesia.

Facilities and projected business performance

According to InfoPublik, KNMP Warloka is equipped with one portable cold-storage unit, one ice plant, one refrigerated vehicle and 50 insulated cool boxes to help preserve fish quality and support access to wider markets.

The public information service reports that a feasibility analysis identified ten potential business units at the Warloka site, with projected annual turnover of about Rp6.97 billion and estimated net profit of around Rp677.77 million per year. The cold-storage facility is expected to be the largest contributor, with projected annual turnover of Rp4.32 billion, followed by a supplies kiosk at around Rp2 billion and the ice plant at roughly Rp288 million per year.

Local media reporting from Warloka adds that the cold-storage unit at the site is designed to accommodate up to 10 tonnes of fish. The hub is also described as having supporting facilities including an auction hall, fish market, fishermen’s workshop and supply kiosks, all intended to streamline fish handling and improve fishers’ bargaining position.

National KNMP programme and Warloka’s status

InfoPublik states that four KNMP centres have been built in East Nusa Tenggara and described as ready for operation: in Manggarai Barat (Warloka), Flores Timur, Alor and Kupang. Warloka is presented as a model of an integrated coastal economic system, covering landing, handling, storage, distribution and value-added fisheries activities.

Nationally, the Ministry of Marine Affairs and Fisheries and other government officials say the KNMP programme targets the construction of 5,000 KNMP locations by 20291,269 KNMP sites targeted in 2026, followed by 1,000 sites each in 2027 and 2028 and the remainder in 2029.

As of mid-September 2026, the Ministry of Marine Affairs and Fisheries reports that 65 KNMP locations from the first phase have been completed and are in trial operation, with construction underway at more than a thousand additional sites. These early operational hubs have collectively shipped over 270 tonnes of fisheries products, according to ministry data cited by national media.

InfoPublik and local reports consistently describe KNMP Warloka as built and ready to operate, with projected output and income figures in place. However, they do not specify a formal inauguration date for full commercial operations, nor do they provide detailed timelines for measuring projected performance against actual results.
