NTT’s 2026 KUR quota pegged at Rp3 trillion, Bank NTT to channel Rp350 billion

Labuan Bajo —East Nusa Tenggara (NTT) has been earmarked for around Rp3 trillion in Kredit Usaha Rakyat (KUR) financing for 2026, while regional lender Bank NTT is preparing to channel Rp350 billion in subsidized loans to micro, small and medium enterprises and migrant workers, according to the Ministry of Micro, Small and Medium Enterprises and local officials.

The figures highlight a push to widen access to affordable credit for NTT’s small businesses, which officials describe as critical to supporting tourism, agriculture and other productive sectors.

In a recent statement, Minister of Micro, Small and Medium Enterprises Maman Abdurrahman said KUR disbursement in NTT had reached Rp898 billion to more than 19,000 MSME borrowers as of 26 April 2026, underscoring a steady expansion of financing in the province’s economy.

The minister framed KUR as a key instrument for linking local enterprises to wider markets, particularly given NTT’s designation as a leading national tourism destination, and urged borrowers to use the loans for productive business activities alongside improved financial literacy and business management support.

Bank NTT’s Rp350 billion KUR program

Bank NTT, the province-owned development bank, is set to resume its role as a KUR distributor in 2026 after a period in which it did not provide the program.

Bank NTT president director Charlie Paulus said the bank had obtained a 2026 KUR quota of Rp350 billion, allocated as Rp100 billion for micro KUR, Rp200 billion for small KUR and Rp50 billion for KUR to support the placement of Indonesian migrant workers from NTT.

Paulus said the bank is targeting about 3,450 new KUR borrowers in 2026, including roughly 1,000 migrant worker clients under the dedicated PMI scheme.

According to regional media reports, Bank NTT plans to channel the Rp350 billion allocation through branches across NTT’s 22 regencies and municipalities, with a focus on MSMEs and worker households that have struggled to access conventional bank credit.

Provincial KUR allocation and MSME base

NTT’s total KUR allocation for 2026 is projected at around Rp3 trillion, the provincial government has said.

Governor Melki Laka Lena has encouraged MSME operators to make full use of the allocation and manage funds carefully so that the subsidized loans support sustainable business operations rather than one-off production cycles.

Provincial cooperatives and MSME office head Linus Lusi said NTT has 366,473 MSME units, of which 365,059 are classified as microenterprises, highlighting the dominance of very small firms in the local economy.

Lusi identified districts such as Sikka, Kupang City, Manggarai, Ende and North Central Timor as areas where productive MSME activity has been particularly prominent, though he did not describe these locations as formal KUR priority areas.

Role of other lenders and national context

While Bank NTT is preparing its Rp350 billion KUR program, national banks continue to carry a large share of subsidized lending in the province.

Data from the Directorate General of Treasury and regional banking reports show that Bank Rakyat Indonesia (BRI) has been the dominant KUR distributor in NTT in early and mid-2026, with allocations in the hundreds of billions of rupiah to tens of thousands of borrowers.

At the national level, the Ministry of Micro, Small and Medium Enterprises reported that KUR disbursement across Indonesia reached Rp169 trillion to 2.65 million borrowers by 22 July 2026, with the program increasingly directed towards productive sectors such as agriculture, manufacturing and services.

Officials in Jakarta and Kupang have presented NTT as a province where expanding KUR and related MSME support — including business formalization assistance and new sales channels like NTT Mart — is intended to harness tourism and agribusiness potential while improving household incomes.
