East Manggarai — East Manggarai Regent Herybertus established a transition from the earthquake emergency response to recovery on October 5, 2026, through Regent Decree No. HK/72/2026.

Why it matters: Residents in East Manggarai’s 12 subdistricts remain covered by basic-services and temporary-housing measures during the 90-day transition to recovery.

The decree covers recovery activities after the Flores earthquake and follows the end of the district’s emergency-response period. The transition is scheduled to run for 90 days, according to Detik Bali.

During the transition, the East Manggarai administration will continue providing basic needs, including clean water, sanitation and hygiene, clothing, food, health services and temporary housing. Recovery work will also cover damaged infrastructure, social and economic activity, government services, education and health services across the district’s 12 subdistricts, according to Tribun Flores and VIVA NTT.

The decision follows a magnitude-7.7 earthquake that struck Flores on August 15, 2026. BMKG said the earthquake affected seven districts and recorded maximum shaking of intensity VII on the Modified Mercalli Intensity scale in parts of East Manggarai and several other districts.

The transition is intended to move the response from emergency measures toward rehabilitation and reconstruction while maintaining essential services for affected residents. Provincial authorities said recovery planning across the affected districts must be based on post-disaster needs assessments and rehabilitation-and-reconstruction plans.
